HMRC has advised that there will be a planned CDS (Customs Declaration Service) downtime on Saturday 9th December 2023 22:00 PM GMT to 5:00 AM GMT Sunday 10th December 2023 (7 Hours).

This is to enable HMRC to implement a series of changes to (CDS).

Due to the planned maintenance work, creating, updating or embarking a goods movement reference will be affected.Further details are as attached.

Barclays will be carrying out planned maintenance on their File Gateway environment on Sunday 03rd December, 3am to 3pm this may have an impact on processing durations for some declarations.

If you use Barclays please be aware:
  • For payments in CDS Cash Account or Duty Deferment Account, Faster Payments is the only bank payment scheme which would normally process on Saturdays and Sundays, so there is no alternative during the outage. The recommendation would be to pay into the account in advance of the outage to ensure sufficient balance was already present.
  • For Immediate Payment the alternative during the outage would be via the Online Payment Service using Corporate Credit Card or Debit Card. This doesn’t require any change to the declarations, you can choose to make the payment via any supported route, no matter which of the specific Immediate Payment MOP codes you use.

In either scenario, no declarations will be rejected, but they will be held pending release or clearance if the required funds are delayed by the use of Faster Payments during the Barclays outage.

Dear CCS-UK User,
Please be advised that CCS-UK/CDS is facing outage and it’s affecting all CCS-UK Connectivity.
We initially saw an issue with CDS where we were getting reports of slow response back from CDS.
As the day has gone we have started to see this impact CCS services too.  The team are currently investigating the issue.
Customers using all type of connectivity to CCS-UK for messaging may not be receiving responses to their messages due to this outage.
Our technical team is working to get the system back to normal as a priority, we will keep you updated with the progress at regular intervals.

Dear CCS-UK User,

We are still experiencing intermittent delayed responses from CDS.
It was initially thought that the issue was the same as the HMRC CDS outage on Saturday but this is not the case and this is a separate CCS-UK issue.
We are facing delayed responses for all entries, it has been ongoing since Tuesday 28th Nov 07:30 AM.
Our third line support team are working to resolve the issue as soon as possible.

The backlog of messages have cleared from yesterday as we now have a workaround in place.
This morning we are seeing message times are back to normal.
We did see slowness yesterday into the evening as the system was recovering.

We are continuing to experience technical difficulties with the Goods Vehicle Movement Service (GVMS).​ We are aware that not all goods movements on route to border locations have been able to create a valid Goods Movement Reference.​  ​Users should keep trying to access the system.

The following process can be followed:

 Vehicles or trailers may travel without a Goods Movement Reference (GMR) during this period, however you must provide alternative documentation.​

​For example, one of the following (non exhaustive): ​
·         Transit Accompanying Document (TAD) (If unable to create a TAD, then photocopies or digital copies of copy 4 of the SAD should be carried)​    
·         Movement Reference Number (MRN)
​·         Entry Reference Number (ERN)
​·         Declaration Unique Consignment Reference (DUCR) ​
·         Hauliers with empty vehicles can provide their GB EORI number​


Postal Operators moving goods between GB and the EU will not be able to provide MRNs so alternative documentation can be accepted. Similarly, confirmation that consignments which qualify for the waiver that applies to parcels moving from GB into NI can also be accepted.

Barclays will be carrying out planned maintenance on their Faster Payments service from 02:45am to 3:30pm on Saturday 24th June 2023 this may have an impact on processing durations for some declarations.

If you use Barclays, please be aware:
  • For payments in CDS Cash Account or Duty Deferment Account, Faster Payments is the only bank payment scheme which would normally process on a Saturday, so there is no alternative during the outage. The recommendation would be to pay into the account in advance of the outage to ensure sufficient balance was already present.
  • For Immediate Payment the alternative during the outage would be via the Online Payment Service using Corporate Credit Card or Debit Card. This doesn’t require any change to the declarations, you can choose to make the payment via any supported route, no matter which of the specific Immediate Payment MOP codes you use.
In either scenario, no declarations will be rejected, but they will be held pending release or clearance if the required funds are delayed by the use of Faster Payments during the Barclays outage.

 Dear Customer

CNS Core Infrastructure Upgrade

CNS will be performing updates to our core infrastructure starting at 22:00 BST Sunday 18th June 2023 and completing by 04:00 BST Monday 19th June 2023.
This is a 6-hour window with an expectation for 4 hours of CNS work. No outage is expected.
However as with any change there is a risk, classified as LOW, that a problem with the upgrade could be encountered which would require rolling back the updates.
In the unlikely event that we need to undertake a rollback of the updates, CNS will require a two hour outage to all services within the 6 hour window already defined above.
Should we need to invoke the outage procedure beyond the advised window, additional contingency communications will be provided at that time.

These updates are part of a series of work performed over 6 separate occasions with the remaining schedule to be advised in due course. This is the first of 6. It is important at this stage to note that with each upgrade the risk will decrease for each deployment.
The updates have been tested in our lower environments and we expect no disruption to Services as we update our Production environment.

HMRC report that declarations sent with certain commodity codes are causing problems. Sequoia users report that these declarations appear to be 'stuck'.

If you receive the CDS Uniqueness Error CDS 12003 do NOT delete the declaration. This is only an indication that CDS have received your original transmission.
Contact cds.operations@hmrc.gov.uk & nch.cds@hmrc.gov.uk to arrange clearance.

HMRC have also advised that users should not complete the C130 for inventory linked declarations – they are to contact NCH with their LRNs for clearance

Update from HMRC at 16:49 GMT 7th March 2023Subject: CDS - Limited business continuity plan invoked to help with the movement of goods

Dear Customer,

We are experiencing an IT issue affecting some traders who are trying to submit import declarations through the Customs Declaration Service (CDS) and move their goods.

We are working to resolve the issue as quickly as possible. In the meantime, we are invoking a limited business continuity plan for CDS to ensure goods can continue to flow.

While the vast majority of declarations are processing normally (approximately 97%), if traders have pre-lodged their declaration and have been unable to generate a Movement Reference Number (MRN), they have permission to move goods without an MRN.

This means:

  • At GVMS locations, hauliers are advised to create a 'declaration by conduct' GMR type for these goods. These can be validated by carriers as normal.
  • At maritime Temporary Storage locations, carriers and shipping agents are authorised to use contingency manifest codes (e.g. 'C' or 'T2' status) for these goods if possible.
  • Declarants are advised to contact the CDS helpdesk in the first instance if unable to use the above options, or if moving goods by air, using an External Temporary Storage Facility or other location.
  • Controlled goods are instructed to remain at the port or attend an Inland Border Facility, although priority goods may be manually released by HMRC.


All goods that are permitted to move remain under customs control. Declarations must be submitted, arrived and cleared when systems become available.

Please note, Border Force may continue to place holds on consignments of interest or controlled goods.

 We appreciate this is continuing to cause frustration and apologise for the inconvenience this is causing.

Update on ongoing CDS declaration issue

Hello,

We are writing to provide a further update on the ongoing issue affecting some import declarations being made through the Customs Declaration Service.

The technical fix that we outlined yesterday has successfully passed the initial testing phase. To be confident that implementing the full fix will not cause further disruption, we are conducting further testing using additional information from colleagues at the Department for Business and Trade. Our intention is then to move to full implementation, targeting high usage commodity codes as a priority and then working through the remaining stuck declarations. This means that the clearance of stuck declarations will be an incremental process over the coming days.

Goods are still being released manually through the National Clearance Hub and the business continuity processes that we introduced earlier in the week, allowing goods to move without an MRN where appropriate, remain in place. All goods that are permitted to move remain under customs control until HMRC notify you that they have been cleared.

We understand that the business continuity plan won’t benefit everyone, but it will ease the volume of requests coming into the National Clearance Hub and allow our colleagues to focus on requests which cannot otherwise be released.

If you have already contacted the National Clearance Hub or CDS Helpdesk, please do not call or email again to check on the status of your request – this will impact the team’s ability to work through as many manual clearance cases as they can.

Any deferred Customs duty or Import VAT due from supplementary declarations affected by this issue will be taken from your Duty Deferment Account on 17 April. You must ensure that you have sufficient funds in your bank account for this payment to be made and ensure that your duty deferment limit will not be exceeded in April. You may need to top up your deferment account if this is the case. See gov.uk for more information on how to do this.

Update on ongoing declaration issue  

 

Good afternoon, 

We are writing to update you on the progress we have made resolving the issue that has been affecting some import declarations made through the Customs Declaration Service.  

 

Following our update last night, we are pleased to say that we have managed to clear through the bulk of the stuck declarations, having worked with colleagues in the Department for Business and Trade to identify the most affected codes. We are continuing to work through these, as well as performing manual releases via the National Clearance Hub where appropriate. To avoid any further disruption over the weekend, the Business Continuity Plans that we have previously outlined all remain in place. For clarity, this means: 

·        At GVMS locations, hauliers can provide a 'declaration by conduct' GMR type for non-controlled goods affected by the issue. These can be validated by carriers as normal.   

·        At maritime Temporary Storage locations, carriers and shipping agents are authorised to use contingency manifest codes (e.g. 'C' or 'T2' status, depending on the inventory system used) for these goods if possible.  

·        At air freight Temporary Storage locations, as an exceptional mitigation on this occasion, agents and operators are permitted to release non-controlled goods on the location’s inventory system if possible (CCS-UK have issued further guidance to their users on this option). Traders should contact their Community System Provider (CSP) for more information.  

·        Traders are advised to contact the CDS helpdesk in the first instance if unable to use the above options, and to provide their unique consignment number (UCN) and MRN if this is available. HMRC and Border Force are manually releasing non-controlled goods from the frontier. A C130 form will not be required where goods are stuck at an inventory linked Temporary Storage location.    

 

If you have already contacted the National Clearance Hub or CDS Helpdesk, please do not call or email again to check on the status of your request – this will impact the team’s ability to work through as many manual clearance cases as they can. 

 

We will update you again and give you sufficient notice when a decision is made to lift these Business Continuity Plans.

Good morning,
We are writing to update you on the progress we have made resolving the issue that has been affecting some import declarations made through the Customs Declaration Service (CDS).
We have continued processing the stuck declarations using the additional information we received from colleagues at the Department for Business and Trade. While the vast majority of these have now been released, we are still working through some final files on lower use commodity codes that we expect to clear the remaining stuck declarations.
Requests for support to the National Clearance Hub and the CDS helpdesk are also reducing and colleagues have managed to clear the backlog of manual requests.
As a result of things returning to normal levels, we now plan to end the Business Continuity Process (BCP) that has been in place and move back to business as usual processes.
However, to give some time for our customers to adjust, the BCP will be lifted at 2pm on Thursday 16 March. Please be ready to return to business as usual processes from this point onwards.
We appreciate this incident has caused frustration and disruption, and we apologise for the inconvenience caused over an extended period. A thorough review is now taking place within HMRC, and with our government partners, to assess what went wrong and how we can prevent it happening again in the future.

This will affect those who move live animals and fresh produce. 

During this downtime manual processes will be used to clear movements at the borders, which may take slightly longer than usual. HMRC are therefore asking traders to try and avoid moving goods during this timeframe and consider moving goods on other days.

Trader steps to take: 

If traders cannot arrange movements outside of this timeframe, then they will be asked to:

  • Start the journey as normal.

CNS Compass service update

 

CNS will be conducting essential maintenance, requiring a downtime of 15 minutes for our Compass application.

 

The maintenance has been planned to take place within the following window:

 

Thursday 9th February 2023 between 07:00 – 07:15am

 

    • Terminal Operating System messages will not reach end users.
    • Shipping lines will not be able to send EDIFACT messages to Terminal Operating System during the outage window.
    • Unit status updates will not reach Compass.
    • ISU messages for both Maritime and Air will be queued, with processing to actioned once the maintenance work is complete.
    • Compass screens will not be available for viewing.

 

All other services will be available.

 

CNS would like to thank you for your patience during this time and apologise for any inconvenience it may cause whilst we conduct this essential work.

Please be advised that as a part of an emergency fix, CCS have scheduled a system downtime on Saturday 4th February 2023 between 7:00 AM GMT and 8:00 AM GMT (1 Hour)

During this time the connectivity to and from CCS will not be available to you, impacting all services

Dear CCS Users,
Please be advised that as a part of mandatory upgrade of CCS-UK CDSTDR and MQREST, to deliver this upgrade scheduled a system downtime on Tuesday 17th January 2023 between 18:00 PM GMT to 21:00 PM GMT (3 Hours).
Please note during this time the connectivity to and from CCS-UK CDSTDR and MQREST will not be available to you.

Due to scheduled maintenance on the Customs Declaration Service (CDS), the service will be unavailable from 9:30pm on Saturday 14th January 2023 until 4am Sunday 15th January 2023.

Declarations submitted during this timeframe will be processed at the end of the downtime.

Creating, updating, or embarking a goods movement reference (GMR) during this time will be affected. For guidance on GVMS please refer to the GVMS service availability page.

As the outage is likely to be longer than four hours we have to inform you that ‘Long Term Fallback' has been invoked for CHIEF IES.

REST API Planned Downtime on Tuesday 10th January 2023 between 7:00 AM GMT and 7:30 AM GMT (30 Minutes)

Hi Team,

Please be advised that as a part of an essential system upgrade, the REST API Service requires a scheduled system downtime on Tuesday 10th January 2023 between 7:00 AM GMT and 7:30 AM GMT (30 Minutes)

During this downtime the REST API Service will be unavailable, meaning that users will not be able to connect to CCS via REST API System.

Please ensure you have resiliency plans in place, or avoid these times especially in the case of perishable or live goods clearances you are undertaking.

The maintenance has been planned to take place within the following window:

We advised you earlier today of an issue with CDS declarations where VAT charges had been duplicated, we established this also duplicated excise duty.

We have implemented a fix and CDS declarations can be submitted as normal.

We will contact you again to advise how to amend or refund duplicate charges.
